2018 Public Policy Priorities

State level:
  • To create awareness opportunities for legislative leadership and committees and include the new Kansas Department for Children and Families Secretary in opportunities for support of funding for Healthy Families home visitation expansion.
  • To protect the Children’s Initiative Fund.
    • Oppose securitization of tobacco settlement funds
  • To preserve the organizational structure of the Children’s Cabinet and Trust Fund.
  • To integrate Adverse Childhood Experiences (ACEs) and safe, stable, nurturing relationships and environments (SSNRE) research into Child Welfare policy and organizational structure.
    • Redesign front-end child protective services
    • Utilize TANF funding for prevention and early interventions
    • Continue public/private contracts and partnerships
    • Support family and kin foster placements
  • To monitor Juvenile Justice Reform, SB367, implementation and funding for prevention programs.

As new policy issues surface, we will use the following KCSL principles as a guide to determine our support:
  • Does this legislation or policy serve KCSL’s mission to protect and promote the well-being of children?
  • Does it keep children safe and healthy?
  • Does it promote strong and healthy families?
  • Does it create opportunities to empower parents and youth and encourage community involvement and awareness?

National level:
At the national level, we are working with the Kansas congressional delegation and as the Kansas Chapter of Prevent Child Abuse America to promote policies and funding for programs that benefit children and families in Kansas including:
  • Home visitation initiatives, both independently and through the Affordable Care Act
  • The Child Abuse Preventive Treatment (CAPTA) Act
  • The Social Services Block Grant
  • Head Start and Early Head Start
  • Kinship Care and Fatherhood initiatives
  • Juvenile Justice and Delinquency Prevention programs
  • Medicaid
